Admin users can access Advertiser tab.
Agency users who belong with agencies associated with the advertiser can access all advertiser details and create/update/view/delete campaigns of associated advertisers.
Advertiser users and Advertiser report users associated with the advertiser can also access the Advertisers > Account tab.
