The Admin users should have access to the advertisers to be able to view the advertiserscan access Advertiser tab.
Agency users who belong with agencies associated with the advertiser can access all advertiser details and create/update/view/delete campaigns of associated advertisers.
Advertiser users and Advertiser report users associated with the advertiser can also access the Advertisers > Account tab.
